What continues at the limits of agency?

Every investigation begins with a question.

Most questions narrow as evidence accumulates.
Some disappear entirely.

But occasionally, the record does something else.

The explanations change. The people change. The circumstances change.

Something remains.

For more than two decades, investigator Joseph P. Riavez III followed that problem across cases, institutions, human behavior, technology, and eventually his own assumptions about observation, choice, and control.

What began as a way of separating evidence from explanation became something larger:

What continues when no observer has the whole record—and no participant has complete control?

The Execution Layer does not begin with an answer. It begins with the record.
