These records do not replace the primary record. They document the investigation itself.

Record Identification
All materials preserved within this division receive a single Investigation Record identifier.
The identifier follows the record regardless of category.

Investigation Records preserves materials that materially document the development of the investigation. Private correspondence, personal information, administrative material, and working content without archival value are not published merely because they existed.
