About the Investigation
Before there is a story, there is a record.
For more than two decades, investigator Joseph P. Riavez III worked from a simple rule:
Separate what can be observed from the story built around it. Then follow the record.
For years, the method did exactly what it was supposed to do.
Then something changed.
Across investigations, people, systems, and circumstances that appeared to have little in common, certain observations kept returning.
Each could be explained on its own.
Together, they became harder to dismiss.
The explanations changed.
The participants changed.
The conditions changed.
Something remained.
The Execution Layer follows that record without beginning with a theory or forcing the observations toward a predetermined answer.
The deeper the investigation goes, the harder it becomes to determine where the original problem ends—and another one begins.
